Hi — I am having the same problem, where the sale is processing correctly but no emails (admin or customer) are being sent.
I went through the settings you shared above, and did find two of the Paypal settings needed to be updated, and did so:
1) “Auto Return” (this should be enabled) – enabled
2) “Payment Data Transfer” (this should be enabled) – enabled
3) “Instant Payment Notification (IPN)” (this should be enabled) – Enabled this morning
4) UTF-8 formatting enabled as per https://support.tipsandtricks-hq.com/forums/topic/some-characters-and-text-not-recognizable-in-the-notification-email – Enabled this morning
I then set an item to $0.01, purchased it through my personal account (I should get the admin confirmation email in my work email). The debug file shows that the emails are being sent successfully (I masked the private email addresses for the forum), but I did not receive the customer or admin confirmation. I did receive paypal’s confirmation that the purchase went through.
