I have double-checked PayPal. There was one domestic shipping method but it was inactive. I have deleted this entry so there is nothing now in either domestic or international. I had previously turned off PayPal as a payment method and only using Stripe since the problem occurred with PayPal. I’ll have to turn it back on to test if the inactive shipping method could have caused the problem.
I’m still very curious that this issue only has occurred with the PayPal payment method and not Stripe.

susanmarshallvaSpectatorBefore I could even try the last suggestion for testing, the issue has happened again. This time it happened twice for the same customer. I have noticed a possible pattern though. We are using both PayPal and Stripe for payments. All of the orders with no shipping have been PayPal payments.
susanmarshallvaSpectatorThey don’t have anything like rejected cookies. They told me to disable dynamic caching. I can’t easily reproduce this error so now that I’ve disabled it I can only wait to see if it happens again. The issue showed up on 6/29 and 7/9 so I guess if I can go a month without it happening then that was it.

I suspect that negative pricing is causing my issue. I will remove this and see if it solves my problem before switching the caching plugin. If it doesn’t then I swap out the caching plugin for one of the super cache.

I do have a caching plugin, SG Optimizer. Also using WP Performance Score Booster but not sure if that has caching or not.
The regular product price is 6.70 but I’m using a product variation and the variation the customer selected has a price change of -1.35. This brings the price down to 5.35. The quantity order was 2 which brings the total for that item to 10.70. (I hope that made sense)

I will have to see if I can get any further details from the buyer but as of now I do not have that information. The only thing that brought it to my attention was the fact that they were over charged shipping because it was being done with wp estore and then it was also done in paypal. I will try to reply again later if I can get any feedback from the buyer. Thank you!

Is there any way to submit feedback to the author of the addon? I would love to suggest a possible future enhancement for a feature to select all countries. It took a long time to check that huge list of countries when I only want to ship to one.
