I cannot provide the server PHP files. I don’t own the server i’m a virtual host. I have no access to server stuff nor can I get access to it. I tested it without any plugins activated and still the same result.

Yes, Paypal is being used for checkout but the buyer details form I had on the site previously (before I had to reinstall is no longer there, and I can’t remember how to add it back) My check out goes directly to paypal. Before the buyer had to fill out their name, address, email, and contact number during checkout.
