I heard if it is too long, it can not be passed to the payment gateway. So what is the safe limitation of the item description in shopping cart?

Here is the explaination to my other 1/2 question.
I am using the variation for the online buyers to enter a date. For example, one variation field is written like this:
Month|00|01|02|03|04|05|06|07|08|09|10|11|12
The reason I set the first variation to 00 is that I want the buyers to enter his month. If it is 00, his order is not valid because he does not choose a month.
I do not want to put 01 as default to accidentally take the order as 01 if this is not the buyer’s month of choice.
Is there any way to validate whether or not the buyer has chosen a month? For example check whether the month variation is 00.
If it is 00, that means the buyer has not chosen his month value and we will display a reminder text near the variation field or near “add to cart” button to ask him to choose a month before adding this item to cart.
If it is not 00, that means the buyer has made his choice, the item can now be added to cart as usual.

What is limit on number of characters that can be passed to PayPal or authorize.net? We use authorize.net.
Is the following text too long to pass?
3-month membership (1 person) Start Date:02/23/2011 Member Name(s):First_Name Last_Name.
