I’ve just created a completely fresh site, no plugins apart from WP eMember, Twenty Thirteen as the theme.

Used a machine that hasn’t touched the other site, still cannot use + or uppercase in the email address.

Note that you can use both in the create a free account registration if you have set it to require confirmation, but when you return to confirm your account it won’t let you.
