So I figured out what happened. Previously we had a $ amount set, but we changed it to a percentage. But when we did that, the old commission rate ‘stuck’ for the existing affiliates. Is that normal?

It’s straight to Paypal via your other plugin, WPEstore. Commission is figured at 20%, as mentioned, in the WP Affiliate settings.
