If user clears browser cache of tracking cookies, does the wp-affiliate software also track user’s IP address?
No, the cookie must be present:

It is impossible to track/award commissions based solely on an IP address. The reason is because a single IP address can represent more than one computer/person. That’s why when the FBI comes knocking, people always say “my neighbor’s kid must’ve hacked my WiFi!”
