As I read here: http://www.tipsandtricks-hq.com/ecommerce/wordpress-ecommerce-knowledgebase-523#express_checkout
Buyers can pay using a Credit Card or their PayPal account
Buyers don’t have to have a paypal account to be able to pay you. They can pay by credit card too. PayPal will give your customers the option to pay by credit card if they don’t have a PayPal account. When your customers go to the checkout page on PayPal they will see a line similar to the following that they can click on and use the credit card to pay:
I do have a business account, I created a subscription button with recurring payments, tested the button and it asked them to sign into paypal to complete purchase, or they could click here to pay with credit card, they click to pay with credit card and it requires them to signup with a paypal account. In my situation I don’t want then to have to sign up with a paypal account.
Paypal tells me I have to sign up for “Recurring billing” which is a $19.00 a month charge. The “Subscription Button” for Wp eStore is for a Standard Subscription and as such they need to have a paypal account to pay with credit card. In order to have customers pay with credit card without signing up to paypal you have to sign up for “Enhanced Billing”
Thanks,
Shawn

They made it so merchants have to pay a little extra for accepting credit card for the standard PayPal subscription checkout. This really has nothing to do with WP eStore.
You need to activate a feature/service called “Enhanced Recurring Payments” in your PayPal account and you will get the ability to offer subscription checkout via credit card. You can do that from your PayPal account (or contact PayPal support).
Alternatively, you can use the PayPal Pro subscription option. PayPal Pro allows your customer to do a checkout using a credit card while staying on your site (the customer never leaves your site).
We have the PayPal pro gateway in our Payment gateway bundle addon for eStore:
