Membership is not created if there are European characters in name or address

When a new (European) member joins our site and their name or street address has a character that’s not in our alphabet, the payment goes through on PayPal, but a new member profile is not created for them on our website. I have to manually set up a new member account for them after they complain that they did not receive their email to complete their registration.

Here’s an example of a street name that caused this issue today:

Blåhegnet

That means the IPN messaging format of this PayPal account is not set to UTF-8.
