Free download unable to access from encrypted link

I have a webpage set up with a free download. The encrypted download worked fine the first 12 times it was accessed but has failed since then. The debug log gives this message:

FAILURE : Error on fopen(along with the file link, which I don’t want to show here.)

This is the error message given on the page:

“The secure download manager ran into a problem that it couldn’t handle, and is unable to process your download request. Please contact the site administrator.

Please tell the site administrator the problem was due to the following reason:

The file (on the server) containing your download couldn’t be opened.”

I have verified that the link is correct. The file is accessible when the link is pasted directly into the browser. The file itself is 140 MB zipped WAV hosted on Rackspace. Rackspace support also confirmed that there is no issue on their end.

Can you help me resolve this?
