If you expect situations in which the buyer will be charged nothing ($0.00), you need to setup the manual payment gateway, and then select the “Redirect to Manual Checkout For Zero Amount Purchase” option in the eStore settings. In the event of a zero balance total, the buyer gets redirected to the manual gateway.
