I’ve read everything I can about creating a Thank You page that paypal would send the user to after a successful transaction, but still can’t find the right settings to make it work. Help are my settings, please help me troubleshoot.
I upgraded the script to: WP eStore Settings v 4.9.5
Paypal Settings:
Website Payment Preferences…
Auto Return for Website Payments = OFF
Payment Data Transfer (optional)= OFF
Encrypted Website Payments = OFF
WordPress estore Settings:
Return url: [http://mysite.com/thanks4purch]
Enable Transaction Result Display = CHECKED
Customize the Return Button Text = Return to mysite.com
When I click to purchase on my site I get redirected to the paypal page, enter in all my credit card information to pay ‘without creating a paypal account’, the transaction goes through and I go to a page that contains my custom ‘Return to Button’ that says: “Return to mysite.com”…I click on this and it goes to a paypage that says:
You Made A Payment
PayPal
Your payment for $4.99 USD has been completed.
You are now being redirected to mysite.com
If you are not redirected within 10 seconds click here.
…then if I click the ‘click here’ or wait the 10 seconds I get redirected to a paypal page like this:
Sorry — your last action could not be completed
If you were making a purchase or sending money, we recommend that you check both your PayPal account and your email for a transaction confirmation after 30 minutes.
If you came to this page from another website, please return to that site (don’t use your browser’s Back button) and restart your activity.
If you came from PayPal’s website, click the PayPal logo in the upper-left corner to return to our home page and restart your activity. You might have to log in again.
…can you help me understand all the moving part of this and why this will not work?
Some additional questions?
1. Does paypal only allow you to redirect back to one url? If so how do you change this?
2. How can I setup multiple sites to use 1 paypal account?

Sorry — your last action could not be completed
PayPal is working on it. This post has more details on this:
Basically you need to follow the video tutorial on this page to make the download links work on the thank you page (when PayPal fixes the problem everything will work automatically):

My only concern is that after a customer makes a purchase and is redirected to the thank you page, other people can access that page and download the products they did not pay for. This happened today. I looked to see what pages were accessed on the website using [http://whos.amung.us] and I noticed someone on the thank you page. So, i clicked on it and i was able to see this customer’s download links. is that normal? I don’t see anything about this issue in the documentation.

Did you purchase anything from your website to test the eStore out? If you have, then from your computer, you will be able to see the download links on the thank you page for the products that you bought. Does that make sense?
