I offer web hosting services to customers. At the request of some customers, I would like to offer the option for the customer to specify the amount to be billed. Currently, everything is billed on a monthly basis. Some customers would like to pay for a year up front (all 12 months).

You can create 2 sets of eStore products, one for the monthly billing and one for the yearly billing. Then on the landing page you could put that yearly button as another option the user can choose (if they want to).
You could also create another page where you put your yearly pricing and buttons. Then add a message on your existing landing page that says something like the following:
Click here [link to the yearly pricing page] to see yearly pricing
That kind of setup is probably best done using a subscription product. Have you played around a little with the subscription product side of things in eStore? Documentation here:

I haven’t tried the subscription side of things but I’ll give it a shot this morning.
