Can I generate gift certificates manually?

I’d like to generate gift certificates for testing. Is there any way to make one without going through the purchase process?

There is an option to preview the certificate. Did you try that option?

Gift certificate is issued to a customers. So it needs a transaction to happen. You can do a manual/offline transaction (with all options enabled) to generate a gift certificate.
