Verified the site is not having a PHP session issue as per following the provided link’s instructions.

2. Go to “Cart” (located on navigation)
3. Click update button on “Shipping options”
4. Click “proceed to checkout”

Thanks for the reply. As suggested — I re-installed both the “eStore and Tax Cloud” plugins to be certain, and cleared the cache on each re-install, but the issue remains.
