Rarely it will go through from shop to paypal checkout on my computer, but mostly It’s still saying this on mine: “Sorry — your last action could not be completed

I’ve had 3 out of the last 6 sales email that they tried to checkout through paypal but couldn’t…
I’ve only been able to go to paypal checkout page once out of all the tries this week (maybe 10 or 15)
I know this sounds wierd, it certainly does to me… any more ideas?
Thank you, amin007, I changed that. The overall issue happens no matter what product I select, regardless of if the International Shipping is selected or not.
