I have setup a Pay Per view product that is a you tube video, using the wp estore, and I would like to offer this as a downloadable video to the paying clients as well as allowing them to view it. I checked the download option but it seems to not make any difference. Is there a way to allow downloads?

Youtube doesn’t allow you to download videos. This is how YouTube works.
If you want to offer a download of that video then you have the following option:
1) Upload your video to your server (alternatively, you can also use Amazon S3 if you want to)
2) Then use that video URL to create a new eStore product so you can configure the download.
3) Use the secure download button shortcode to offer download of that item from your Pay Per View page.
