I resolved my issue with WPSeller v.2.4.3 and here is what I did to resolve it. Additionally, I have a concern about leaving customer data in the tables when uninstalling WPSeller. (See below)
1) deleted wps_ tables from database due to concerns about having customer data in database after changing web sites.
2) deleted wps_ tables in new location for same reason.
3) added HTTPS to web site
4) tried to install 2.4.3, but found it did not create the tables in the new database. Thought maybe SSL problem, followed all ideas on WPSeller form with no result.
5) set up sandbox on my own machine running WP 5.1, HTTP and both MariaDB 10 and MySQL 5.6. 2.4.3 did not create tables on either database. I had to go back to version 2.0.3 to get the tables added to the databases. After installation, both databases worked correctly, they saved galleries, orders and cart details, then went all the way through to PayPal. However I did experience several timeouts that required me to refresh the webpage. Mostly I had to regenerate the web pages to get the program to recognize the changes. I do not run a caching program on my sandbox.
6) Went back to the production site located on a hosted site. The production site is a sub-domain off my home domain and the sub-domain points to a sub-directory. I have a SSL certificate for the home-domain and the sub-directory is also SSL enabled. I ran ver 2.0.3 to create the database tables. Success.
7) I uninstalled 2.0.3, removed the .htaccess file from the wp_seller directory, deleted all pages, emptied the trash and installed ver. 2.4.3. The update now found the tables and was able to record all cart data, price lists and galleries, so it found the database and was able to talk to it.
I had a problem with my desktop FireFox not recognizing the cart, but after some work on the FireFox site found out that there may have been a bad cookie or cache entry, so I deleted them all and reran FireFox. This worked.
9) Everything seems to work fine now. You can check this out at gallery.richardkoroll.com/photogallery/ and click on the rock image to go through the purchase process.
Concerns:
1) Historical Customer data.
There is no way to easily remove customer data from the tables unless you actually manipulate the database. I see this as a security concern as it may be possible that, somehow, a hacker could get access to the database and download customer details such as emails and phone numbers. I created a SQL procedure to download the table data and format it into a form I could use, so anyone else with programming ability could do the same. Which is why I deleted the tables and historical data. I have a copy, so I don’t need the details online anymore.
A way to backup and delete table customer details would be great. Or a way to indicate that the process is an update and leave the data alone or have a selection to drop all the tables when truly uninstalling.
2) ver 2.4.3 did not seem to update the database tables.
Using MariaDB10 or MySQL 5.6, 2.4.3 did not seem to be able to create new tables in either database. It was only when I used 2.0.3 that I could get tables generated, then 2.4.3 recognized and used the tables.

Is your sandbox Internet accessible? Unless it is accessible on the Internet; we are really unable to assist you.

The problem was that the copies 2.4.3 of WPSeller I was using did not create any tables in any of the WordPress databases I was using, either on a commercial hosting site or on my own instance of WordPress. I had to use a previous version to correctly load tables, then I could run 2.4.3 correctly. This item is intended for those who may have similar problems.
