I set up my store with a PayPal-Sandbox-Account for testing purposes, the seller-Sandbox account is completely configured, inclusively IPN.
Also, PayPal test mode and Logging is on.
After I make a test purchase with a sandbox account, whether the test-buyer nor the test-seller receive an E-Mail, there is no order in my order menu or anything else. It just looks like nothing happened.
The log file just looks like this, also here, no hint at a payment.

Sandbox testing doesn’t sent real emails. Please check the following post that will explain:
Since PayPal revamped their sandbox system a while back, you can now send real emails to buyers/sellers.
Just make sure that you properly configure the “buyer” and “seller” accounts in the sandbox environment and use real email addresses for each.
To do that:
1) Go to:
https://developer.paypal.com/webapps/developer/applications/myapps
and log in using your real paypal account credentials.
2) Click the “Sandbox accounts” menu and create the following:
– An account of type Personal. This will be your “buyer account”.
– An account of type Business-Pro or Business. This will be your “seller account”.
