Hi folks
I created a Terms & Conditions page and I enabled the Terms & Conditions functionality. In practice, what happens is that if the buyer clicks the PayPal button to go to PayPal without first checking the “I agree” check box, the page appears to reload but is really screwy looking.
To see it in action, visit http://www.gooberguides.com/sales-test/ and add the product to the cart. Then click the PayPal button without first clicking the Terms & Conditions check box.

It’s a bug. The “You must agree…” message is being displayed at the same time the CSS is being generated. That screws up the output. You also get the same result if you close the Ajax generated popup, before it finishes transferring to PayPal.
I am having the same issue. Just noticed also that When clicking on a “Buy Now” button in the resource library you can click the button without ticking the terms and conditions, it takes you straight to paypal without ticking ?
Kindly guide me as I need to fix it urgently.

This usually happens if you are using a theme of plugin that is not including the JQuery library properly as suggested by WordPress.
