I never was able to get the tax part to work, (It would not add to the total) so paypal did a workaround and we set up taxes by country. usa, canada, uk, etc… but now, I have donations, and Sponsorships in the store. and it wants to tax folks donations, which I don’t want…
what should I do?

If you do not wish to charge tax for a particular item (for example: a digital item) then set the individual item tax of that item to 0 (zero) and it will not charge any sales tax on that item. You can set the individual tax of a product from under the Shipping and Tax section of that product.
This is similar to a question I had, so just to be clear, can you confirm my understanding, that the tax setting in the estore product overrides the paypal tax settings?
And is that true for shipping as well?

Yes, as long as you do not check the “Use PayPal Profile Based Shipping” option in the PayPal payment gateway settings section of eStore.
