I am building a website for a group whose members pay for their membership through the website and have access to many resources which is protected by eMember. Is there a way to offer a second account for a discounted price, they offer the member at one price and the spouse at a discounted price. When the tear is up I need the member to renew at the regular price and the spouse to renew at the discounted price.
If you were also using eStore, you could use discount coupons:

You can also create a second product (with the discounted price). Put the purchase button for this product inside a protected page so ONLY members can take advantage of this discounted price.
I thought about doing that, the only problem is that when it comes time to renew, the discounted spouse account will not offer the renewal at the lower price, and if I make a separate item then the member could renew at this lower price. It would take someone keeping up on it.
You could try using one-time dynamically generated discount coupons; that are only issued when the primary subscriber renews their subscription:
