With the “save/retrieve” shopping cart option enabled, a user can apply a coupon code, save the cart, empty the cart, then retrieve the cart, apply the coupon again. You can keep doing this until the cart is basically $0.00.

How can this be fixed?

I have made some changes in the save and retrieve cart feature to prevent this from happening. I sent you an update via email… please test it and let me know how it goes.
