Requested File Could Not Be Found Again

I have read all of the forum topics on this error, and tried what was suggested, and still I get “Requested File Could Not Be Found” for download links.

The hosting is on HostGator.

I am using the latest version of the plugin.

The pdf file has no spaces in it.

I deleted the htaccess and htpasswords files from the downloads folder.

I am using the full url: http://174.120.149.66/~sbertin/wp-content/uploads/2010/07/ironmonth_ebook.pdf which works.

The site is at a temporary url until we get this resolved: http://174.120.149.66/~sbertin/store/

I downloaded and read the debug file and it does not show any errors at all

Any help would be greatly appreciated!
