We use WP eMember and WP eStore to manage our user memberships.
One of our membership levels is an annual renewal for $45, and the payments are processed by PayPal.
Right now, by design, when a person with a recurring payment membership has an expired credit card or a failed credit card in PayPal, it switches that users status to Inactive instead of Expired.
Is there a setting or is it possible to have their account automatically go to expired when their transaction fails rather than leaving it at Inactive?

You don’t need to do that. The plugin will block user’s access exactly the same way for both “expired” and “inactive” users. We use two different status names just so the admin can see which accounts expired naturally and which ones had somewhat of an abrupt end.
