Provide link to digital download on PayPal page after purchase?

I thought I had seen somewhere that the customer could download their purchased product while still on the PayPal confirmation page, as opposed to needing to return to the merchant to download the file from the thank you page.

Does that option exists, and if so how to I activate it?

Nope, this is not possible. You will need to re-check your source of the information.
