This might be stupid question but I´m asking it anyway because it´s the do or die criteriy to continue using the WP eStore which I use for around two years I guess.
One big problem I have is that for German customers I need to add VAT / tax to the product price. That is required for legal reasons. That means if someone from outside Germany purchases a product he no tax needs to be added but if someone from germany buys a product
1. 19% VAT needs to be added and
2. The system needs to provide a proper invoice (email is just fine) with the name and adress of the customer, price ex. tax, tax and price incl. tax (weird but that´s how it works in Germany)
So there must be a form where German customers can add their adress for invoicing reasons and select “Germany” as their country. If Germany is selected (and only if that is the case) the shop needs to add 19% VAT to the price.

I understand that PayPal changed their menus around recently. Have you tried using their help menu to search for what you are looking for?
For instance I just tried this and I can find the page you are looking for. Try clicking on “Profile” and then “My Selling Tools”. Then in the top section called “Selling Online” you should be able to see a link labeled as “GST” or “VAT” or something to do with tax . Mine says “GST” because I’m in Australia but yours may be the same or something slightly different.
