Is there a way to ask for the phone number at the checkout page or checkout section? I’m using paypal as a payment gateway, but some customers don’t have their phone numbers in their paypal account and I need that information.

You could potentially use the “Collect Customer Input” field to collect your customers’ contact numbers. This field can be found in your product configuration settings in the “Additional Product Details” section. You can enable it so it is displayed next to your “add to cart” button and label it accordingly – eg, “Enter your contact number”.
Then if your customers enter their phone numbers this information will be sent back to you in the IPN message.
In general phone numbers are not mandatory in Paypal payments, hence such an item may not always be sent by paypal in the IPN message.
There are some cases however where phone numbers will always be sent by paypal in the IPN message such as when someone uses a credit card for purchasing.
