If I do not check the “allow modify” box, will the user be able to annotate the PDF.
I am selling a textbook and exercise book and would like for the customer to be able to take notes on the PDF or write on it with a stylus if they have a tablet.
Do I have to check the “allow modify” box in order to make this possible.

You should really try it, to find out for yourself. Logically, “Allow Modify” should allow annotations; because after all… the user is modifying the file. But really, please try it out for yourself; and report back.
