PayPal not adding appropriate tax

I have recently set up the estore plugin and tested it through Paypal Sandbox. Everything seems to be working appropriately except for the addition of tax at the point of purchase. I have set up my regional (state and county) tax rates in PayPal. I reached out to PayPal about the issue and this is what they said:

If WP estore is using Web Payment Standard you can create a tax profile in your PayPal profile under tax calculator. This is overridden if the transaction includes an amount or rate to charge for tax.

If WP estore uses Express Checkout the tax must be included in the transaction information.

Can you offer any suggestions as to where the problem may lie?

Have you checked the “Use PayPal Profile Based Shipping” option in eStore’s PayPal settings?

I’m looking under payments/general settings and I don’t see that option.
