PayPal’s server is undergoing an issue regarding the delivery of IPN (payment notifications) messages. PayPal is working on fixing it. More details on the issue here:

If you are affected by this, please wait for PayPal to address the issue on their server. As soon as their payment notification (IPN) delivery starts working, everything else will start working as usual from our plugin’s end. PayPal will later (when they resolve the issue) send the backlog IPNs and the plugins will adjust everything.

I dont know if its related to my problem.
But i set my paypal pyment for a emember level.
I have someone who paid by paypal today but he did not receive email to complete its registration. I am buzzle.
I active IPN, is there any email should i put on IPN URL?

Hi, First lets make sure you didn’t make any setup mistake somewhere.
Are you directly integrating eMember with PayPal or are you using eStore plugin? I am assuming you are directly integrating with a PayPal button. With that assumption, do what the following post tells you to do which will help us see if you made any setup mistake so those can be corrected:
