I Just logged in to my paypal account to experiment with mass payments for the first time. It told me that my account was not eligible. So I rang paypal and they told me this feature would never be available to me unless I took £30,000 on a monthly basis.
Taking £30,000 on a monthly basis would be lovely. But short of that, can anyone recommend an alternative to paypal mass payments (other than paying affiliates individually).

Ask this guy to give you a link to the page where PayPal explains this limitation. The page that I can find for PayPal mass pay explanation doesn’t have this kind of limitation stated there:

It could be that you need a business PayPal account to have access to mass pay (upgrading to a business account is free).
Anyway, we also added another option in the affiliate plugin which generates a CSV file (in addition to the PayPal mass pay file) with the details of each affiliate that you need to pay. It will include the bank account details and address so you can send money to your affiliates via a bank transfer or bank check. You can get a new build of the plugin from here:

And I do have a Business PayPal account.
I will checkout the latest build of your plugin. However, I’d prefer not to store my affiliates’ bank account details.
February 16, 2012 at 12:12 am #41594adminKeymasterWe can’t really dictate what PayPal does in terms of their policies. All we can do is give you options in the affiliate plugin so you can choose an option to payout your affiliates. There are 3 options in the affiliate plugin for paying out your affiliates:
1. PayPal MassPay
2. Send Bank Check to your affiliates.
3. Transfer money to your affiliate’s account.
Choose one of the methods that suits you. The above mentioned methods are how most of the companies out there pays their affiliates.

I just experienced this “eligibility” issue on my PayPal account but have managed to fix it.
For some reason, I had to sign-up again for the Mass Payments with a Business Account (I thought I already had one!).
Anyway, here’s the link to the PayPal page:

Click on the Sign-Up button and fill in the form (again!)… seems to fix the issue. I can now see the Mass Payment Screen.
