Paypal freight costs are not being added to wp photo seller check out. Paypal confirms that table is set up correctly, and I should contact you. I am using the 2013 WP Theme. Can you help.

Looks like you want to use the PayPal profile based shipping. Did you select that option in the shipping settings of the plugin? Can you please post a link to your gallery page so we can check a few things?
