Payment Method Graphic Doesn't Change

I offer PayPal and credit card payments, and a drop-down menu properly appears on the shopping cart. The Submit button graphic also properly shows the default payment method (Authorize.net). However, if you use the drop-down menu to select PayPal, the graphic doesn’t always change to the PayPal graphic button, as it should, but remains the default. Occasionally it will change properly, but most times not. Why not?
