We are using WP eStore with the PayPal Profile Based Shipping because it ideally needs to be weight-based shipping. I’ve installed order management add on so we can allow for later payments by check.
Questions:
– I’m guessing shipping won’t be calculated for the manual payment since user would never make it to paypal?
– Assuming shipping isn’t added to the total, is there a work around to charge some kind of shipping with manual payments only (like with WP eStore Amount Based Shipping AddOn), or is that just not possible?
– Can sales tax just be applied to orders from a certain state? I saw the country add on, but that won’t work. Taxing authority says we only have to collect for buyers in Texas.

The PayPal Profile based shipping only works for PayPal checkout. It won’t work for any other checkout unfortunately.
What you can do is maybe use the shipping variation feature:

You can have an option their that says “Manual” checkout or “Online” checkout. For the online checkout, it won’t charge anything extra but the “Manual” one will add extra shipping to the order.
