Is it possible to have the system notify affiliates when someone clicks on their affiliate link, and also when a sale is made?

It is possible to email to your affiliates when they make a sale. Check the “Send Commission Notification to Affiliates” checkbox from the Affiliate plugin’s settings menu. There is no option to send email everytime someone clicks an affiliate link. This number will be very high and it is not usual to send an email on every click (this could mean that an affiliate will get hundreds of emails a day telling him that a link got clicked)
