Need help with drop down variation

I can’t seem to get the variation to simply just a choice of variations.

I specifically would like someone to choose from a list of Shipping and Handling Options, but with no base price. You can see an example at: http://www.homestagingbyc.com/new/order-home-staging-manual/

Can anyone help me figure that out?

It still doesn’t help me.

I think the example only shows me part of the needed code. It doesn’t have the [wp_cart:end] portion which I can’t seem to get right.
