I set the “Send a Reminder After X Days of Account Expiry” to 12 days. That day came and went and the program did not send the email to expired members. I then set it to 18 days, which was today. the program still did not send out the notification. What am I doing wrong?

Please enable the debug loggging option. So we can see if the cronjob is being triggered correctly on your site and executing the email sending code for the users who are suppose to get that email.
