How to increase shipping by increments?

I bought your plugin for a client (nutzaboutfudge.com). He says now he is having a problem with the shopping cart not adding enough shipping fees to his orders as people add in more products to the cart.

I have looked over the instructions but I am still unsure what to do to fix. Should I use the per item (fudge slice) or by weight for best results?

Please advise.
