How to edit text links or banners

The Add/Edit Ads tab allows me to add ads but does not allow me to edit ads that have already been created. Am I missing something?

Go to the “Manage Ads” interface and then click on the “Edit” link for the ad that you want to edit.

I do not have an Edit link on my manage ads page.
