I have a video gallery page which gets the following message if they are not logged in as a member:
Please Login to view this Content. (Not a member? Join Today!)
How do I add a shortcode to that situation… In other words that is a video gallery page… If they are not a member or logged in I would like to present them with a picture gallery of the videos so they can see what they are missing…. How can I do this? Thanks.
The best option for this type of condition is to use section protection feature of eMember:

You can show a picture gallery to users who are not logged in and the other section with the actual videos will only be visible to members who are logged into the site.
But then when they are logged in, won’t they see both galleries?
No they won’t. Any content within the shortcodes for the “not_logged_in_users_only” will only be visible by people who are not logged in.
Logged in users will see only the content you’ve placed inside the shortcodes for “verified_users_only”.
Check all the options explained in that documentation and you will understand what I mean.
