One of our affiliates wish (who is uses WP as well) wishes to host the forms on his web site as oppose sending the visitors to our web sites. Can it be done?

No, it cannot be done. An affiliate software requires the visitor to come to the product owner’s site (where the products are being sold) and then take an action on that site.
Thanks for your answer … does it also applies to a pay per leads when a visitor purchase insurance from us? for example this form… http://enetworks.com/business-insurance. let say they while clicking send it will capture somehow an external cookie in the affiliate DB?
If you have the Affiliate platform plugin installed on this WordPress site and you implemented the pay per lead model then it will capture a lead when the user is sent to this site by an affiliate.
