Have an Automated Email go to a Member after we manually renew them

For various reasons we don’t use PayPal or any online payment for new Memberships or for Renewals.

Does a Welcome email (New Members) or a Thank You email (Renewals) automatically get sent out when we do things manually?

If not, is there any add-on or a hack that can be implemented to make that happen?
