I followed all the instructions here-

I enabled debug logging and have them available, but there are no records for 2checkout orders and the plugin is not recording the orders.
Paypal works without issue.
2Checkout receives the order and payment, but there is no record on my site.

It doesn’t look like the plugin is receiving the payment notification from 2checkout. Have you done step 3, 4 and 5 from the following page correctly?
What URL value have you entered in your 2checkout account for the notification?

But yes, I have verified the settings, all steps including steps 3, 4 and 5 have been set correctly.
The Secret Word is also verified, and it does send the order info to 2Checkout.
In step 3 and 4 I have entered the URL-
