PayPal Sandbox reports transaction as fully processed on both ends (buyer and seller). The money arrives on the seller’s account.
The client is properly redirected to thank-you page after payment.
BUT
– eStore_post_payment_debug.log says the fund did not clear
– download link does not show on thank-you page (ESTORE_PENDING_PAYMENT_EMAIL_BODY instead)
– confirmation / notification emails are not sent out by eStore.

PayPal Sandbox can be flaky at times. Correct setup combination is required to make things work on sandbox (that can waste a lot of time). Do a live transaction with $1.00 for your peace of mind. Please watch this video (towards the end it shows you how to do a quick test in live mode):
