how can I offer two options – to pay full price, and offer a recurring monthly payment instead of the full price on the same landing page?
and if this can be done, can I also offer the paid in full clients full access and the monthly recurring payment clients only access to the paid months?

Each payment option, full price and recurring, counts as a separate product. So create two estore products (one for full price and one for the recurring option). The landing page would simply show the appropriate buttons for both products. Then the users can select the option they want.
Assuming that you are using a membership plugin, the recurring payment option would only grant access for the period you have configured.

Have I set this up correctly?
My goal is after 1 week trial if they remain in the program (this is their guaranteed moneyback week) the remainder of the course fee is paid in one payment.
Trial billing amount $X
Trial billing period: 7 days
Recurring billing amount $X
Recurring billing cycle 1 day
Recurring billing Count 1

Result: Student pays $7 for a 1 week trial period, and is charged $23 if they don’t cancel by the 8th day.

The idea I’m still unsure about is that after their initial trial payment they will only get 1 bill (no recurring bill after the 2nd payment
so eg
trial billing amount: $7
trial billing period: 7 days
Next and final bill: $23 on the 8th day is what I’m looking for here.
Recurring billing amount $23
Recurring billing cycle 1 day
Recurring billing count 1
Is this correct?
