I just installed Post Payment Actions and tested it. I purchased the product id and did not receive the Post Payment Actions email.
If you enable the debug logs, what Post Payment Actions activity appears in the logs?
I dont see anything in the post payment debug log:

That addon didn’t used to output any debug line. I have just updated that addon so it outputs a debug line immediately after it executes the email sending code.
Please download a new copy of that addon now and then do another test then share the log file content.
still no email, and I dont see anything in the debug list

There should be more debug data after the “Value of current cart item” text. Something is killing the process abruptly so it is not even getting to the action hook that deals with the post payment actions addon.
I will take a look inside your site (I have sent an email for this).
