Is it possible I could add a $1.00 automatic one-off set-up fee for the first month of billing to my subscription plan?

Yes, you do that by using the “Trial” option. Here is a reference to the documentation:

You can specify $1.00 as trial amount and 1 day as the trial period (this trial amount will be charged once at the time of subscription setup).
