Is this limit per order or (forever) per customer?

I have downloadable products that I was hoping to only allow a given customer to download one time. Will this work even if they leave the site and come back later?

How is this limited? (technically) The reason I ask is that I logged into my site as one person and downloaded a file. Then I logged out and logged back in as another user. I tried to download the same file (product), but when I click on “Add to cart” nothing happens. There is nothing else in the Shopping Cart, so why would I not be able to add this product?

Maybe I am trying to use this function for something that it is not intended for.

The item quantity limit is on a per checkout basis. The purpose of this option is to restrict a customer from being able to buy more than 1 copy of the product per checkout.
