Is there a way to change the information fields and the required fields on the manual checkout form? Thanks.
No, there is no option for this. You can change the label of the fields but not add new ones.
There are some forum posts on custom mods for this but you need to be a developer to be able to follow it. Here are those posts:

I am not needing to change the language of anything, I just want to change the labels on the manual check out form.
By changing the language file, you change what gets displayed for particular text strings; used on the manual checkout form. For instance, by editing the language file, you can change the label for WP_ESTORE_TOTAL_ITEMS_ORDERED say “How Many Things You’re Buying” instead of the current “Total Items Ordered” message.
I have removed two data fields from my manual checkout form (country and zip code), but now the user gets an error message saying those fields (which are no longer there) need to be completed. How can I tweak this so the error message does not display?
